On March 10, 2025, Prime Minister Pham Minh Chinh issued Directive No. 06/CT-TTg on key tasks and solutions to proactively adapt flexibly, promptly, appropriately, and effectively to the global and regional situation.
This Directive specifically emphasizes the goal of achieving important growth targets, maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy in 2025 as well as in the following years.
In the context of the complicated and unpredictable global and regional situation, increasing strategic competition among major countries, along with risks in the global financial, monetary, and real estate markets, the adjustment of economic, trade, and tax policies by some countries has had a profound impact on international investment and trade, including Vietnam.
To achieve the goal of promoting economic growth to at least 8% in 2025 and striving for double-digit growth in the coming years, the Government has proposed one of the important solutions: reviewing and adjusting tax policies to facilitate trade and investment.
According to Directive No. 06/CT-TTg, the Prime Minister assigned the Ministry of Finance to take the lead and coordinate with relevant agencies to review current taxes. In particular, the review will focus on taxes applied to countries that have Strategic Partnership and Comprehensive Strategic Partnership relations with Vietnam, including the United States.
The main objective of this review is to ensure a harmonious tax policy that balances the interests of all parties, creating a fair and attractive business environment.
At the same time, the Ministry of Finance is tasked with urgently submitting to the Government a plan to amend Decree No. 26/2023/ND-CP dated May 31, 2023, to adjust tax rates for certain commodity groups, ensuring reasonableness and bringing benefits to both Vietnam and its partners.
In addition to reviewing and adjusting tax policies, the Government will continue to promote the effectiveness of the Task Force working with strategic investors. At the same time, it will research and effectively implement the “National Investment Single Window” system to simplify administrative procedures, further facilitating domestic and foreign businesses when investing in Vietnam.
The Prime Minister’s direction to review current taxes demonstrates the Government’s proactiveness and determination to create a favorable business environment, ensure a balance of interests between Vietnam and its international partners, thereby promoting sustainable economic growth in the context of global volatility.
