Vietnam Officially Imposes Anti-Dumping Duty On Coated Steel Originating From China And South Korea

[April 1, 2025] – The Ministry of Industry and Trade has just announced an important decision on the imposition of a temporary anti-dumping duty on certain coated steel products (galvanized steel) originating from China and South Korea. This decision officially takes effect from April 1st.

This imposition of duty is the result of an investigation initiated by the Ministry of Industry and Trade in June 2024. This move stemmed from a request by five major domestic steel companies, including:

  • Hoa Sen
  • Nam Kim
  • Ton Phuong Nam
  • Ton Dong A
  • China Steel & Nippon Steel Vietnam

Specific Anti-Dumping Duty Rates

  • For coated steel products from China: The highest possible anti-dumping duty rate is up to 37.13%.
  • For coated steel products from South Korea: The maximum anti-dumping duty rate is 15.67%.

This decision takes effect 15 days from the date of issuance and will be applied for a period of 120 days from the effective date.

Types Of Coated Steel Products Subject To Duty

The products subject to the duty are coated steel (galvanized steel) – flat-rolled carbon steel products in coils and not in coils, containing a carbon content of less than 0.60% by weight, which have been coated, plated, clad, or coated with corrosion-resistant metal.

Details of Duty Rates for Each Enterprise

Notably, the decision also specifies the duty rates applicable to certain specific enterprises:

Chinese Steel Enterprises:

  • Baosteel Zhanjiang Iron & Steel Co., Ltd. and related companies: 37.13%

South Korean Steel Enterprises:

  • Hyundai Steel Company: 13.7%
  • Other manufacturers and exporters from South Korea: 15.67%

Some Enterprises Enjoy a 0% Duty Rate

In addition, some companies still enjoy an anti-dumping duty rate of 0%. Specifically:

China:

  • Boxing Hengrui New Material Co., Ltd.
  • Yieh Phui (China) Technomaterial Co., Ltd.

South Korea:

  • POSCO
  • KG Dongbu Steel
  • Dongkuk Coated Metal

Previous Context: Prior to this decision, Vietnam had also imposed a temporary anti-dumping duty on hot-rolled coil (HRC) steel imported from China.
