Can Tho Tax Department: Striving to Become a Model Budget Collection Unit in the Mekong Delta Region

Summary and Implementation Conference for the First 6 Months of Tax Work and Deployment of Tasks and Solutions for the Last 6 Months of 2024 of the Can Tho Tax Department was successfully held on the morning of July 11, marking important milestones in the locality’s journey of collecting state budget. At the same time, it set out important orientations for the last 6 months of the year, contributing to the successful completion of the assigned state budget collection task.
 

1. Budget Collection Results for the First 6 Months of 2024

  • Assigned budget: VND 12,082 billion, including tax and fee revenue: VND 8,100 billion.
  • Results of state budget revenue: VND 5,814 billion, reaching 48.1% of the plan, up 17.7% over the same period.
  • Revenue from land use fees, lottery, profit, and dividends: VND 4,298 billion, reaching 53.1% of the plan, up 13% over the same period.
  • Revenue from foreign-invested enterprises: 58.5% of the plan, up 39.1% over the same period.
  • Revenue from the non-state economic sector: 56.7%, up 35.5% over the same period.
  • The Tax Department has implemented tax reduction policies of VND 463 billion (about 8% of the city’s total revenue).
  • The Tax Department has settled tax refunds for 111 cases with a total amount of VND 380 billion.
  • Implementation of e-invoice issuance: 100% of gas stations have implemented.
  • State budget revenue from gasoline and oil trading enterprises increased by 17% over the same period, VAT increased by 32% over the same period.
  • Number of enterprises successfully registering e-invoices initiated from cash registers: 872, up 115.3% compared to the end of 2023.
  • Anti-revenue loss work: 281 inspections and examinations, proposing to handle nearly VND 40 billion; reviewed and handled 57 real estate transfer dossiers, recovered and fined VND 8.2 billion to the state budget; referred 16 cases of tax evasion to the police.

2. Instructional statement by General Director Mai Xuan Thanh

  • Acknowledged and commended the efforts and achievements of the Can Tho Tax Department.
  • Assessed that the tax task for the last 6 months is still heavy.
  • Requested to focus on implementing key tasks:
    • Continue to strictly implement the instructions of the Government, the Ministry of Finance, the General Department of Taxation, and the Can Tho People’s Committee.
    • Effectively implement support packages for exemption, reduction, and extension.
    • Communicate and support taxpayers.
    • Implement synchronous solutions for tax management, anti-revenue loss work, debt recovery, and tax refund settlement.
    • Inspections and examinations to ensure the plan, review and improve the effectiveness of risk analysis, tax inspection at the tax office, and strict inspection of tax declaration and payment dossiers.
    • E-commerce business activities: review, exploit data, collect data on e-commerce.
    • Expand the implementation of e-invoices initiated from cash registers.
    • Tax management for business households: effective application of the Digital Map of Business Households, review, ensure full management, and collect taxes in line with actual business activities.
    • Tax refund: promptly settle eligible dossiers, manage strictly, and ensure tax refund to the right subjects and in accordance with tax policies.
    • Train and foster civil servants, improve professional qualifications, capacity, implement rotation, mobilization, and job change.
    • Promote discipline, order, clear division of labor, raise sense of responsibility, and office culture.

3. General Department of Taxation Leaders Reward Cadres

  • Awarded the Prime Minister’s Certificate of Merit to 13 individuals with outstanding achievements during the period 2018-2022.
  • Awarded the title of “Emulation Fighter of the Finance Sector” in 2022 to 3 individuals.
