The Decisions adjusting the planning of six regions for the 2021–2030 period, with a vision to 2050, aim to realize specific economic development objectives for each key economic region across the country.
The Prime Minister has issued Decisions approving the adjusted regional plans for the 2021–2030 period, with a vision to 2050, covering six regions: the Northern Midlands and Mountainous Region; the Red River Delta; the North Central Region; the South Central Coast and Central Highlands; the Southeast Region; and the Mekong River Delta.
Under Decision No. 610/QD-TTg, the Prime Minister approved the adjustment of the regional plan for the Northern Midlands and Mountainous Region for the 2021–2030 period, with a vision to 2050.
The planning scope includes the provinces of Cao Bang, Dien Bien, Lang Son, Lai Chau, Lao Cai, Phu Tho, Son La, Thai Nguyen and Tuyen Quang.
By 2030, the Northern Midlands and Mountainous Region aims to become a green, sustainable, and comprehensive development region with a basically synchronized and modern infrastructure system. The region will effectively adapt to climate change, ensure strong intra-regional and interregional linkages, and enhance international connectivity, affirming its position as a hub connecting Southeast Asia with China, Central Asia, and Europe. At the same time, it will become an important national center for agricultural production, tourism, and industry.
Localities in the region are expected to achieve high economic growth, with some provinces entering the group of relatively developed provinces nationwide. Ethnic cultural identities will be preserved and promoted, while people’s material and spiritual well-being will continue to improve. National defense and security will be firmly ensured.
Under Decision No. 612/QD-TTg, the Prime Minister approved the adjustment of the Red River Delta regional plan for the 2021–2030 period, with a vision to 2050.
The planning scope includes Hanoi, Hai Phong City, the provinces of Ninh Binh, Hung Yen, Bac Ninh, and Quang Ninh, as well as maritime and island spaces defined in accordance with relevant legal provisions.
By 2030, the Red River Delta aims to become a rapidly developing and sustainable region with a well-balanced economic structure and strong national cultural identity. Science, technology, innovation, and digital transformation will serve as breakthroughs and primary drivers for socio-economic development.
Hanoi will develop along the direction of “Civilization – Culture – Modernity,” serving as a driving force for both regional and national development, with the ambition of reaching the level of capitals in developed countries within the region.
Under Decision No. 613/QD-TTg, the Prime Minister approved the adjustment of the North Central regional plan for the 2021–2030 period, with a vision to 2050.
The planning scope includes Hue City and the provinces of Thanh Hoa, Nghe An, Ha Tinh and Quang Tri, along with maritime and island spaces defined under relevant legal regulations.
By 2030, the North Central Region aims to become a dynamic, rapidly developing, and sustainable region with strong maritime economic development. The region strives to achieve an upper-middle income level in terms of per capita income. Science, technology, and innovation will be the key drivers of growth, supported by a synchronized and modern infrastructure system capable of withstanding natural disasters and adapting effectively to climate change.
The region will also promote the development of several major national industrial and service centers, coastal economic zones, and coastal urban systems that meet national and regional standards.
Under Decision No. 614/QD-TTg, the Prime Minister approved the adjustment of the regional plan for the South Central Coast and Central Highlands for the 2021–2030 period, with a vision to 2050.
The planning scope includes Da Nang City and the provinces of Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa and Lam Đong, together with maritime and island spaces defined in accordance with relevant legal regulations.
By 2030, the South Central Coast and Central Highlands will be a rapidly developing and sustainable region that strongly promotes the linkage between sea, highlands, and border areas. The region will have a balanced and gradually modern economic structure and become an attractive destination for marine, island, ecological, and cultural tourism.
Some localities in the region are expected to rank among the national leaders in fields such as science and technology, innovation, tourism, logistics, and financial services.
Under Decision No. 615/QD-TTg, the Prime Minister approved the adjustment of the Southeast regional plan for the 2021–2030 period, with a vision to 2050.
The planning scope includes Ho Chi Minh City, Đong Nai, and Tay Ninh, along with maritime and island spaces defined under relevant legal regulations.
By 2030, the Southeast Region aims to become a modern and civilized region with a highly developed industrial base and income levels surpassing the high-income threshold. It will remain the country’s largest growth engine and serve as a center for science and technology, innovation, high-tech industries, digital industries, logistics, and a highly competitive international financial center within the region.
The region will develop a synchronized and modern infrastructure system that meets the requirements for breakthrough growth and regional connectivity.
Under Decision No. 616/QD-TTg, the Prime Minister approved the adjustment of the Mekong Delta regional plan for the 2021–2030 period, with a vision to 2050.
The planning scope includes Can Tho, An Giang, Đong Thap, Ca Mau, and Vinh Long, along with maritime and island spaces defined under relevant legal provisions.
By 2030, the Mekong Delta aims to become a dynamic, efficient, and sustainable agricultural economic center of national, regional, and global importance. This will be achieved through the development of key agricultural hubs, economic corridors, and growth-driving urban centers concentrating diverse services and industries, supported by synchronized infrastructure that adapts to climate change.
The region will promote the development of the marine economy and tourism economy; strengthen intra-regional, interregional, national, and international connectivity; prioritize science, technology, and innovation; and enhance the quality of human resources.
At the same time, it will foster a sustainable living environment with a high quality of life for residents while preserving natural resources and ecosystems, maintaining and promoting the diverse cultural identities of ethnic communities, and ensuring political stability, national defense, and security.
