For many workers, especially those in Export Processing Zones – Industrial Parks (EPZs-IPs) with low incomes, job loss means facing significant financial pressure. Family living expenses and children’s education become top priorities.

Statistics show that nearly 91% of workers receiving single-payment social insurance work in the non-state sector. They typically have low savings capacity, relatively young age, and limited awareness (over 77% are under 40 years old).

Many workers share that after leaving their jobs, they prioritize receiving unemployment benefits, then consider borrowing to ensure their livelihood. Recently, Resolution 08/NQ-ĐUBTC by the Party Committee of the Ministry of Finance outlined the reorganization of the organizational structure of some units directly under the Ministry of Finance. Specifically, the local vertical units of the Ministry of Finance will be adjusted to align with the organization of administrative units at all levels.

Key changes

  • Provincial/city statistical offices and regional social insurance agencies are expected to be reorganized to align with provincial-level administrative units.
  • From 63 statistical offices, they will be reorganized into 34 provincial/city statistical units directly under the Central Government.
  • 35 regional social insurance agencies will be reorganized into 34 provincial/city social insurance agencies.
  • Notably, no district-level statistical or social insurance agencies will be organized. Instead, district-level statistical teams will be converted into grassroots statistical units under provincial/city statistical offices, and district-level social insurance agencies will be converted into grassroots social insurance units under provincial/city social insurance agencies to manage communal-level administrative units.

Thus, the organizational structure of district-level social insurance will be reorganized by abolishing district-level social insurance and converting it into grassroots social insurance directly under the provincial/city social insurance.

Location for single-payment social insurance withdrawal application

After the abolition of district-level social insurance, employees will submit their single-payment social insurance withdrawal applications at the grassroots social insurance agency directly under the provincial/city social insurance where they reside.
