1. Formation Period (1945 – 1954)

  • 1950: May 20, 1950, President Ho Chi Minh signed Decrees 76 and 77 regulating sickness, maternity, occupational accident, and retirement benefits for cadres, civil servants, and employees.

2. Development Period (1955 – 1975)

  • 1961: Promulgation of the SI Charter, defining the scope to state cadres, civil servants, and employees, establishing a system of 6 SI benefits, and placing the SI fund within the state budget.
  • During this period: SI focused primarily on the state sector, with a subsidized nature and limited participation.
  • 1962: Establishment of the Central SI Board.

  • 1996: The first SI Law was passed by the National Assembly, marking a crucial step forward and expanding SI coverage.
  • 2002: Health Insurance (HI) was merged into VSI.
