At the 2025 annual Vietnam Business Forum, Prime Minister Pham Minh Chinh emphasized the leading role of FDI enterprises in implementing green transformation objectives, while connecting and supporting domestic companies to promote sustainable growth and circular economy development.

This year’s forum theme is highly topical, set in the context where green transformation and digital transformation are key drivers for fast and sustainable development. It also reflects the political commitment and actions of the Communist Party, the State, and the Government of Vietnam to effectively leverage new growth drivers while maintaining an independent, self-reliant, and internationally integrated economy.

Revolutionary Steps in Improving the Investment Environment

Vietnam has made significant progress in improving the business environment, streamlining government operations, enhancing management efficiency, implementing resolutions on science and technology, developing the private economy, legal reforms, and preparing resolutions on the development of state-owned and foreign-invested economies.

Three Strategic Breakthroughs to Promote Sustainable Growth

The Prime Minister emphasized that Vietnam will continue to advance three strategic breakthroughs in institutions, human resources, and infrastructure, under the spirit of “transparent institutions, seamless infrastructure, smart human resources and governance”, while restructuring the economy towards industry and services, and innovating growth models based on science, technology, and creativity.

Connecting FDI and Domestic Enterprises

FDI enterprises are called to take the lead in green transformation, connect, transfer technology, and support domestic companies. Ministries, agencies, and localities will study and promptly address recommendations to ensure the effective implementation of green, digital, and circular economy objectives.

Developing High-Quality Infrastructure and Human Resources

Vietnam focuses on green and digital infrastructure, including logistics, smart cities, data centers, 5G networks, and cloud computing. Simultaneously, the country develops high-quality human resources with skills in technology, digital governance, and green awareness, supporting FDI and domestic enterprises in implementing sustainable development projects.
