Tax General Department Tightens Management of Electronic Invoices in Retail Petroleum Business

In response to the government’s directive to enhance management and prevent revenue loss, the Tax General Department has issued Official Letter No. 5646/TCT-DNL, requiring local tax authorities to strengthen inspection and supervision of the implementation of electronic invoices (EIs) for each sale in the retail petroleum business.

Causes and Current Situation

Despite efforts from authorities, the implementation of EIs at retail petroleum stations is still facing many challenges. Many stations have not strictly complied with the regulations on issuing EIs, leading to commercial fraud, revenue loss, and difficulties in management.

Proposed Solutions

To address this situation, the Tax General Department has proposed several specific solutions, such as:

  • Strengthening inspection and supervision: Local tax authorities will conduct regular and random inspections at retail petroleum stations to detect and handle violations.
  • Strictly handling violations: For violating stations, tax authorities will coordinate with other agencies to strictly handle them according to the law, and may even revoke their business licenses.
  • Promoting and supporting enterprises: Tax authorities will increase publicity and guidance for enterprises on the legal regulations on electronic invoices, and simultaneously support enterprises in deploying electronic invoice systems.
  • Building a database: Tax authorities will build a database on electronic invoices to facilitate management, reconciliation, and detection of violations.

Expected Results

With these solutions, the Tax General Department expects to achieve the following positive results:

  • Increasing transparency in the petroleum business: Implementing EIs for each sale will help increase transparency in business operations and limit commercial fraud.
  • Increasing revenue: Strict control of electronic invoices will help reduce revenue loss.
  • Protecting consumer rights: Consumers will be guaranteed their rights with complete invoices for transactions.

Conclusion

Strengthening the management of electronic invoices in the retail petroleum business is an important task, contributing to building a transparent and healthy petroleum market. With the determination of authorities and the cooperation of enterprises, we can achieve positive results.
