Strong increase in tax revenue from foreign providers compared to the previous year
A noteworthy point is that the tax revenue from foreign service providers in February 2025 was equivalent to nearly one-third of the total revenue from this group in the entire year of 2024. According to the revised Law on Tax Administration passed by the National Assembly, from April 1st, e-commerce platforms and digital platforms with payment functions will be responsible for withholding and remitting taxes on behalf of sellers for each transaction.
The Ministry of Finance expects that this new regulation will significantly reduce administrative procedures for online sellers while enhancing the effectiveness of tax management for the growing online business sector.
Currently, there are nearly 725,000 organizations and individuals doing business on e-commerce platforms nationwide, with a total transaction value of up to VND 75 trillion.
Tax management data from 2022-2024 shows a continuous upward trend in tax revenue from e-commerce businesses and individuals, from VND 83 trillion in 2022 to VND 97 trillion in 2023, and an estimated VND 116 trillion in 2024. The tax authorities are also actively coordinating with relevant ministries and agencies to connect and share data, having already collaborated with the Ministry of Industry and Trade to share data on 929 websites and 284 applications providing e-commerce services.
The General Department of Taxation has directed the directly managing tax authorities of organizations owning websites/apps providing e-commerce services to conduct reviews and comparisons to identify actually operating e-commerce platforms and request information.
In the near future, the Ministry of Finance will continue to study and propose amendments to the Law on Tax Administration, the Law on E-commerce, and related guiding documents to require logistics service providers and e-commerce platform managers to provide information on tax payment of e-commerce businesses and individuals, including those involved in livestream selling and affiliate marketing.
The Ministry of Finance will also coordinate with relevant ministries and agencies to propose amendments to specialized legal documents to strengthen sanctions against e-commerce platforms that violate laws related to the e-commerce sector.
