Effective July 1, 2025, foreigners residing in Vietnam can register for a Level 2 Electronic Identification Account.

  • Simplified administrative procedures: Easily perform online transactions and procedures, significantly reducing waiting times, complex paperwork, and direct contact.
  • Reliable information verification: Ensures high authenticity in all transactions, thereby protecting the legitimate rights and interests of foreigners in their living and working process in Vietnam.
  • Access to diverse digital utilities:
    • Verify information in banking transactions.
    • Register for housing rentals, use public services.
    • Securely store electronic residency cards and other legal documents on the VNeID application.
  • Contributes to a unified “digital profile”: For management agencies, this establishes a comprehensive and consistent “digital profile” for each foreign individual, helping to improve the efficiency of verification, residency management, and prevention and handling of violations (if any).

Eligible Subjects and Required Data for Electronic Identification Account Issuance

Applicable subjects: Foreigners who have been granted a permanent residency card or temporary residency card in Vietnam.

Data required for account issuance includes:

  • Personal information (full name, date of birth, gender…).
  • Passport number or international travel document with valid value.
  • Permanent or temporary residency card information.
  • Portrait photo.
  • Biometric information (fingerprints).

Detailed 5-Step Process to Register for Level 2 Electronic Identification Account

The procedure for issuing a Level 2 electronic identification account for foreigners is designed to be simple and easy to perform through the following 5 steps:

Step 1: Foreigners go directly to the immigration management agency under the Ministry of Public Security to request a Level 2 electronic identification account.

Step 2: Present a passport or international travel document with valid value. Provide complete and accurate information on the Application Form for Electronic Identification Account Issuance (Form TK01 issued together with Decree No. 69/2024/ND-CP). Note to clearly provide the primary mobile phone number, email address (if any), and other information if wishing to integrate into the National Identification Application (VNeID).

Step 3: The receiving officer will input the provided information into the electronic identification and authentication system. Capture facial images and fingerprints of the foreigner to authenticate with the National Database on Immigration and confirm consent to register and create an electronic identification account.

Step 4: The immigration management agency sends a request for electronic identification account issuance to the electronic identification and authentication management agency.

Step 5: The electronic identification and authentication management agency will notify the account registration result via the National Identification Application (VNeID) or via the primary mobile phone number/email address registered.

Note on location: Foreigners need to go directly to the Immigration Department or the Immigration Management Division of the Provincial Public Security to register. The competent authority for issuing electronic identification accounts is the Department of Administrative Management of Social Order, Ministry of Public Security.

The issuance of electronic identification accounts for foreigners residing in Vietnam is primarily carried out by the Immigration Department and the Department of Administrative Management of Social Order, Ministry of Public Security.

Colonel Nguyen Ba Tuan, Deputy Director of the Immigration Department, stated that preparations were piloted before July, with 333 applications received and the electronic identification system operating smoothly.

To accelerate the progress, the Ministry of Public Security will launch a **”50-day peak campaign to issue electronic identification to foreigners” from July 1, 2025, until the end of August 19, 2025**. During this period, communication efforts will be intensified to ensure foreigners are well aware of the regulations and the practical benefits of the Level 2 electronic identification account.
