Vinh Phuc Strives to Complete 2024 Budget Collection in Difficult Context

Vinh Phuc, afternoon of July 15, 2024 – The Vinh Phuc Provincial Tax Department held a conference to review the first six months of tax collection activities and deploy tax tasks and solutions for the last six months of 2024. The conference marked positive achievements and affirmed the determination to fulfill the state budget collection target for 2024. The conference was attended by the leadership of the Tax Department and all officials and civil servants of the specialized departments and tax sub-departments in the province.
 

Revenue Exceeds Expectations

In its report at the conference, the Vinh Phuc Tax Department acknowledged the numerous difficulties and challenges facing the socio-economic environment. Nonetheless, thanks to the strenuous efforts of the entire tax industry, the department achieved significant results in the first six months of 2024. Total domestic revenue for the first six months of 2024 reached VND 13,101.2 billion, exceeding 52.4% of the ordinance estimate and increasing by 104% compared to the same period last year. Notably, 8 out of 10 tax units surpassed their state budget revenue collection targets.

Furthermore, the proportion of enterprises submitting electronic tax declarations and the proportion of tax payments made electronically both reached 99%, affirming the effectiveness of digital transformation within the tax industry. Additionally, the Tax Department received and settled 1,460 tax refund applications, with a total tax refund amount of VND 1,918.53 billion.

Determination to Fulfill 2024 Targets

Despite these achievements, Department Director Le Van Phuc emphasized that Vinh Phuc’s total revenue target for 2024 has been set at over VND 26,360 billion, requiring significant efforts in the remaining six months. Therefore, the Vinh Phuc Tax Department has proposed drastic solutions to complete the budget collection task:

  • Strengthening tax management for households and individual businesses: This group represents a substantial tax potential but poses numerous management challenges. The Tax Department will intensify propaganda, support, review, and inspection activities for this group.
  • Standardizing personal income tax codes: Standardizing tax codes will enhance tax management efficiency and prevent revenue losses.
  • Effectively applying data collection measures in tax management for e-commerce activities: E-commerce is an emerging sector with significant tax potential but also carries inherent risks. The Tax Department will strengthen coordination with relevant agencies to effectively manage e-commerce activities.
  • Enhancing tax debt enforcement measures: Tax debt recovery plays a crucial role in ensuring budget revenue. The Tax Department will implement stricter tax debt enforcement measures.
  • Completing the 2024 inspection and examination plan: Inspection and examination are essential measures for detecting and handling tax violations. The Tax Department will focus on directing and intensifying inspection and examination activities during the remaining period.
  • Striving to fulfill spending targets according to the allocated plan: Expenditure savings contribute to ensuring financial security and socio-economic stability. The Tax Department will continue to implement effective expenditure saving measures.

Recognition and Commendation

At the conference, the Vinh Phuc Tax Department presented the Prime Minister’s Certificate of Merit to one individual for outstanding achievements during the period from 2018 to 2022 and commended eight collective entities for their exemplary and outstanding performances in the emulation movement to fulfill the tasks of the first six months of 2024.

The conference served as an opportunity for tax officials and civil servants in Vinh Phuc to evaluate the achieved results and set out directions and solutions for effectively implementing the state budget collection tasks in the remaining six months, striving to achieve the highest possible set goals.
