GUIDELINES FOR REGISTERING ADJUSTMENTS TO SOCIAL INSURANCE (SI), HEALTH INSURANCE (HI), AND UNEMPLOYMENT INSURANCE (UI) FOR ENTERPRISES

  1. Why do enterprises need to register adjustments to SI, HI, and UI contributions?

In the course of operation, enterprises often experience changes in workforce size and salary levels used for insurance contributions.

Registering adjustments is a mandatory procedure to:

  • Ensure the lawful rights and benefits of employees.
  • Avoid risks of legal violations for enterprises.
  1. Common cases requiring adjustments

Enterprises must proceed with adjustments in the following cases:

  • Increase in employees:New recruitment, signing labor contracts.
  • Decrease in employees:Termination of employment, labor contract expiration.
  • Salary adjustments:Changes in salaries as the basis for SI contributions.

Important notes:

  • If an employee does not work and does not receive salary for 14 or more working days in a month (including maternity leave), the employer must carry out the procedure for reporting a reduction in participation.
  • When increasing employees, within 30 days from the date of signing the contract, the employer must submit the registration dossier to the Social Insurance Agency.
  1. Dossier for registering adjustments to SI, HI, UI

Enterprises need to prepare the following documents:

  • Declaration form for adjusting SI/HI information (Form TK1-TS).
  • Employee list (Form D02-LT).
  • Information summary sheet (Form D01-TS).
  • Supporting documents (if any): recruitment decision, labor contract termination decision, salary increase/decrease decision, etc.
  1. Methods of submission

Enterprises can choose one of the following methods:

  • Submit online via the Social Insurance of Vietnam e-transaction portal.
  • Submit through an authorized IVAN service provider approved by the Social Insurance Agency.
  1. Processing time for dossiers
  • 05 working days:For dossiers on increasing/decreasing employees or salary adjustments.
  • 07 working days:For dossiers on closing SI books (after employee reduction).

For example:

In August 2025, An Phat Construction Co., Ltd. had the following workforce changes:

  • Recruited 02 engineers (labor contracts signed from August 10, 2025).

According to regulations, An Phat Company must prepare and submit a registration dossier for increasing SI, HI, and UI contributions, including:

  • Form TK1-TS for the new employees.
  • Forms D02-LT and D01-TS.

The dossier must be submitted within 30 days from the contract signing date with the new employees.

After 10 working days, the Social Insurance Agency will update the increase information in the SI system.

Result: All employee information was accurately updated, ensuring uninterrupted SI, HI, and UI benefits for the employees.
